High rate of motorcycle accident deaths in Southeast Asia
In Malaysia, where this accident occurred, motorcyclists account for a particularly high proportion of traffic fatalities. A total of 89,953 motorcycle drivers and passengers died in road accidents between 2001 and 2021, and as of August 2021, it was reported that 70 out of 100 road accident fatalities involved motorcycles. This ratio of approximately 70% is more than three times higher than Australia’s 20% and South Korea’s 19%, which are also developed countries in the Asia-Pacific region, but it is close to Thailand’s 74% and Cambodia’s 73%, indicating a trend common to the Southeast Asian region. According to a WHO report, as of 2016, about 30% of the world’s traffic fatalities involved motorcycles and tricycles, but Southeast Asia is said to be the region in the world where this percentage rose the fastest, from 34% to 43%.
Against this backdrop, Malaysia’s Road Traffic Act was revised in 2020 to strengthen penalties for fatal accidents caused by dangerous driving, with provisions imposing five to 10 years’ imprisonment and a fine of 20,000 to 50,000 ringgit for first-time offenses.
