How Tobita Shinchi slips past the Anti-Prostitution Law with “free love”
Shops in Osaka’s Tobita Shinchi put up “restaurant” signs, but in reality they exploit a loophole in the Anti-Prostitution Law that came into effect in 1958. The law bans arranging paid sex, but if they go with the official story that “the customer and the waitress just fell in love freely inside the shop and agreed to it,” it falls outside the regulations. Under this interpretation, the authorities are basically turning a blind eye.
This whole area started as a red-light district that opened in 1918. It began with 58 shops and by the early Showa period had grown to over 200. When the Anti-Prostitution Law came in, they switched to calling themselves a “traditional restaurant district” on the surface, but they kept the same setup and are still running things the exact same way today while preserving the old Taisho-era streetscape.
