The remaining gaps in China’s domestic violence laws
The videos took place in China, where the slow progress on laws dealing with violence between intimate partners has been pointed out for a long time. According to statistics the Chinese government released in 2013, one in four women reported experiencing violence from their spouse. That same year the Supreme People’s Court also judged that the laws and regulations at the time weren’t enough to properly protect women from violence.
Local governments have been passing one domestic violence ordinance after another, but a lot of them only state general principles and still lack concrete measures like protection orders that actually protect the victim.
In Sichuan there was even a case where a woman who had been suffering long-term violence from her husband went to the police beforehand to report it, but no investigation was carried out, and in the end she ended up killing her husband. The lack of a proper system for the government or police to step in before relationship problems turn into violence has been repeatedly pointed out as the background to these tragic incidents.
