“Multi-purpose” restrooms weren’t actually “multi-purpose” after all.
Multi-purpose restrooms in Japan are said to have originally gained widespread adoption in conjunction with the 1964 Tokyo Paralympics as facilities designed for wheelchair users. While their installation in public and commercial facilities accelerated following the 1994 enactment of the Heart-Building Law, the consolidation of various user needs—such as those of ostomates, people with infants or small children, and the elderly—into a single stall led to chronic conflicts, including users having to wait for one another. In response to this situation, the Ministry of Land, Infrastructure, Transport and Tourism issued a notification to facility managers in February 2021, directing them to change the designation “multi-purpose restroom” to “restroom for the elderly, persons with disabilities, etc.” (barrier-free restroom).
