“Filming Offense” Enacted in 2023: Mere Possession Also Punishable
On July 13, 2023, the “Act on Punishment of Filming Sexual Images, etc.” (commonly known as the “Filming Offense Act”) came into effect in Japan. A key feature of this law is that it goes far beyond simple prohibitions against voyeuristic photography—which target only the act of filming itself—by also penalizing the distribution of such images to the general public, public display, transmission, and storage.
