In a 2010 fire at a high-rise apartment complex in central Shanghai, the limited reach of the fire ladders forced residents with no other escape route to flee to the building’s exterior scaffolding or roof; the tragedy resulted in 58 deaths.

A similar scenario unfolded during a fire in 2025 at a high-rise residential complex in Tai Po, Hong Kong. Fire spread to six adjacent buildings via the bamboo scaffolding and protective netting installed for renovation work, claiming more than 150 lives. Investigations revealed that much of the protective netting failed to meet safety standards. While the Hong Kong government is promoting a shift to metal scaffolding—partly due to the high frequency of worker falls associated with bamboo scaffolding—areas densely packed with high-rise buildings continue to face the dual challenges of ensuring effective rescue capabilities during fires and maintaining the safety of scaffolding and construction materials.
