The Reality of the Cat-and-Mouse Game Surrounding the Crackdown on Fraudulent Housing Complexes

KK Park, a well-known site for telecommunications fraud operations in northern Myanmar, is a massive complex located near Myawaddy in Kayin State; it comprises approximately 80 buildings and is estimated to have a capacity ranging from 8,000 to as many as 200,000 people. In October 2025, the military seized control of the facility and announced the detention of 2,198 individuals, including 445 women, 1,645 men, and 98 security guards. Confirmed victims hail from at least 15 countries and regions—including China, Indonesia, Taiwan, Hong Kong, Malaysia, and Japan—underscoring the international scope of the victimization.

Data compiled by international NGOs indicates that, as of 2025, at least 13,670 people were being held across the network of fraud compounds in Myanmar. Although approximately 3,000 individuals were released in a raid prompted by pressure from the Thai government earlier that same year, the ringleaders reportedly evaded capture and relocated their operations to other sites, highlighting a “cat-and-mouse” dynamic in which the bases shift each time a crackdown occurs.
