Warabi City in Saitama Prefecture—where the footage in question was reportedly filmed—is a municipality known for having one of the highest proportions of foreign residents in Japan. Statistics from December 2022 show that out of a total population of approximately 75,000, there were 7,731 foreign residents—a ratio reaching about 10.3%. The city is so densely populated by residents of diverse nationalities within its small area that it is sometimes described as a place where “one in seven residents is a foreigner.”
In such areas with concentrated foreign populations, disputes between residents that escalate into large-scale disturbances tend to spread rapidly through news media and social media. Indeed, in the neighboring city of Kawaguchi, an incident in July 2023—triggered by an attempted murder case—saw around 100 Kurdish people gather near a hospital, forcing the emergency department to suspend admissions for approximately five and a half hours. This incident went viral on social media and has been cited as a factor that intensified public scrutiny of foreign communities in Japan.
