Torture Room Hidden Within a Cambodian Scam Hub

According to an investigation by the international human rights organization Amnesty International, at least 53 centers for large-scale fraud schemes have been identified in Cambodia; among 58 victims interviewed, 40 testified to having suffered torture or abuse. These facilities included dedicated rooms for punishing individuals who “failed to work or meet targets,” and 57 of the victims were classified as victims of human trafficking under international law, with 32 cases meeting the criteria for enslavement. Operations reportedly continued at many of these sites even after police interventions, and concerns have been raised regarding the lack of adequate protection for victims.

In Japan, too, there is a ceaseless stream of cases where individuals are sent to these overseas hubs after being recruited through “shadow part-time jobs” (illicit gig work). Data from the National Police Agency indicates that over 500 applicants received protective intervention within six months; notably, many of those lured into these schemes—often via X (formerly Twitter) or acquaintances—are in their twenties. The agency urges the public: “Do not participate, even if threatened; consult the police without hesitation.”
