Age limits for mixed-gender bathing continue to be tightened even in the Reiwa era.
Until the Edo period, mixed bathing was the norm in Japanese public baths and hot springs. It was the Meiji government that banned the practice; in 1869, driven by a desire to be recognized as a “civilized nation” by Western powers, the government moved to prohibit mixed bathing in urban areas. In 1872, Tokyo Prefecture issued an ordinance banning the practice under penalty of a fine, and in 1900, a Ministry of Home Affairs decree extended these regulations to public bathhouses nationwide.
These regulations have continued to be updated into the Reiwa era; a revision to national guidelines in December 2020 further lowered the upper age limit for children allowed in mixed-gender baths from “under 10” to “under 7.”
